World Festival of Families

While there are a large number of road closures in Dublin between the hours of 6am and 7pm next Saturday, 25 August as Pope Francis attends various events around the city, the World Festival of Families event in Croke Park has an expected attendance of approx.75,000.  Due to the size of the crowd, a similar traffic management & garda cordon plan for an All Ireland Final will be implemented in the local area.

LOCAL RESIDENTS VEHICLE PASS

The local resident vehicle pass for households within the Garda cordon is available from the Garda Station on Fitzgibbon Street: telephone 01 666 8400. Please bring proof of identity & proof of residency with you to the station to collect your pass. 

CORDON ACCESS - SATURDAY, 25 AUGUST

Gardaí have asked where possible, drivers enter the Garda cordon at the most appropriate location to their residence and are requested when possible to use junctions other than the NCR/Russell Street, Drumcondra Road/Clonliffe Road and Ballybough Road/Clonliffe Road cordons. 

The Gardaí have also advised that Russell Street/Jones Road will be fully closed to vehicular and pedestrian traffic from 7pm-10pm on Saturday, 25 August with local access for residents living on the street only.

The Gardaí have advised that local residents & their guests’ bags may be searched when gaining access at the cordon. Local residents who need assistance for themselves or their visitors gaining access through the Croke Park event day cordon on Saturday are advised to contact Julianne Savage in Croke Park on 01 865 8607 or  by email

PRE-CONCERT WORKS SCHEDULE:

  • Pre-concert works are scheduled to commence on Sunday, 19 August between 7pm-10pm* and then from 20-25 August
  • Works are scheduled between 7am - 10pm* between 20-22 August
  • Works are scheduled between 8am-11pm* on 23-24 August 
  • Works are scheduled between 8am-2.30pm* on August 25 (Concert Day)
*Concert works timings are agreed by Dublin City Council; the schedule is weather dependent and subject to change. 

PUBLIC TRANSPORT & PARKING PLANS

Full public transport & car parking information campaigns targeting patrons for the World Festival of Families is ongoing. Special Dublin Bus, LUAS, Irish Rail & Bus Eireann public transport initiatives to & from the stadium has been organised in conjunction with the National Transport Authority.

A special shuttle bus will operate from Mountjoy Square to the coach park in the Docklands & exclusive offers from car parks nearest the stadium are also available.  Additional Gardaí & Dublin Street Park Services will be enforcing parking legislation throughout the community area.

NOISE CONTROL

To ensure concert noise emissions are kept within Dublin City Council (DCC) guidelines, the following measures are in place for the World Festival of Families event:

  • Sound levels will be agreed with DCC’s Environmental Health Officer
  • The Production Manager & Sound Control Engineer for the concerts will be instructed to control sound emission levels to keep them within these agreed limits
  • The testing of the concert sound systems & the artist’s sound check will be agreed with DCC’s Environmental Health Officer with due consideration for local residents
  • In addition to the measures, sound levels will be checked during the event by sound meters & a suitably qualified noise consultant will be appointed to monitor noise levels & liaise between DCC & the Promoter.

DRESS REHEARSALS

The two-hour concert is choreographed as a celebration of family with music, song, dance, and spoken word.
The programme includes community-based artists as well as some well-known local and international artists, joined by an orchestra of over 50 musicians; over 700 Irish, sean nós and contemporary dancers, including 500 from Irish dance schools across the country; a 1,000 strong choir; 100 community groups; and 300 flag bearers. 
It also features Andrea Bocelli, The Riverdance Troupe, Nathan Carter, Dana Masters, Daniel O’Donnell, Celine Byrne, The Begley Family, Holy Family Deaf Choir & Deaftones, Patrick Bergin, The Priests, Paddy Moloney, Bridgie and Missy Collins, and Moya Brennan.

Stage rehearsals for performers will take place between 10am-9pm on Friday, 24 August and between 10am-2.30pm on Saturday, 25 August.

PORTALOOS

DCC will locate rows of portaloos on streets in the immediate vicinity of the stadium:  Clonliffe Road, Clonliffe Car Park, Poplar Row, Fitzgibbon Street & Sackville Avenue.

OVERNIGHT QUEUEING/CAMPING

The World Fesitval of Families is a fully ticketd event.  Overnight queuing or camping will not be tolerated. Stadium stewards will be on duty on streets close to the stadium from 7pm on 24 August to deter overnight queuing/camping in the community area.

EVENT CLEAN UP

Additional community litter pickers will be active during the World Festival of Families & will work to remove concert litter from gardens within the Garda cordon. Their assistance can also be requested via the community hotline 1800 303 593 or by email

USE OF GARDA HELICOPTER

The Garda Helicopter will be used on the evening of Saturday, 25 August.  It will only be used as required by the Gardaí & with minimum time spent in operation.

GARDA CORDON EXTENDED AFTER THE CONCERT

At the end of the World Festival of Families, the Garda cordon will be extended to facilitate the safe exit of concert patrons.  No vehicles will be permitted to access the Garda cordon during this exit period to ensure the safety of pedestrians & vehicles alike.

These closures will be implemented for the shortest time necessary.  As a guideline, this extended cordon will be in place for approximately one hour after the concert ends at approx. 9pm.
 

Barriers will also be erected at the following locations closing the following streets:

  • Lower Drumcondra Road / Whitworth Road
  • Lower Drumcondra Road / Richmond Road/ Botanic Avenue
  • Ballybough Road / Luke Kelly Bridge
  • Poplar Row / North Strand Road
  • Summerhill / North Circular Road

The above restrictions will result in the closure of Lower Drumcondra Road from Whitworth Road to Botanic Avenue & the closure of Ballybough Road from Fairview to Summerhill.  

POST-CONCERT WORKS SCHEDULE:

•    After the concert on 25 August, works will finish by 2am*    
•    Post-concert works commence on 26 August between 8am-11pm*
•    Works are scheduled between 8am -10pm* on 27 August  and between 8am-8pm* on 28-29 August.

LOCAL RESIDENT TICKET DRAW UPDATE

The local resident ticket draw for 100 pairs of complimentary tickets for the World Festival of Families took place on Tuesday, 7 August 2018  in Croke Park.  The draw was independently observed on behalf of local residents by an external auditor and residents who were drawn out were contacted by post the week of August 14th.
